The steps below illustrate the typical process for designing and building an Early Childhood Education Centre with Signature Homes as your design and build contractor. It assumes that you are already familiar with the discretionary Grant Scheme. As the Ministry of Education's preferred supplier throughout New Zealand, Signature Homes encourage you to work closely with MOE to assist you to comply with all licensing and charter requirements. Our mission is to not only create a new ECE Centre designed to exactly meet your needs, but to make the whole process of creating it an easy, stress-free experience too.


1. Before you approach Signature Homes
Because of licensing and charter requirements, it is critical that the Ministry of Education is consulted at the earliest stages of your project so you can be referred to an appropriate advisor. These advisory bodies are able to work together to assist community groups with every step of the development process from initial discussions and feasibility right through to the granting of a full licence.

2. Free Initial Consultation
To ensure that your ECE Centre meets all compliance requirements, it is important that Signature Homes is involved at an early stage in working collaboratively with you and your advisory body in:

    3. Planning Your ECE Centre
    Before Signature Homes builds anything else, they will build a strong relationship with you and your organisation so they can understand and meet your expectations. You will be offered you a wide range of designs that reflect 'best practice' in ECE provision. design concept work and cost estimates will form an integral part of your application for Discretionary Grant Scheme funding, if required.

    4. Building Project Commences
    Once funding has been obtained, you will enter into a pre-approved building agreement with Signature Homes

    5. Project Completion
    Before you can start operating, you will need to obtain a license and charter with the MOE. Signature Homes will assist you with the necessary completion and compliance requirements (including Code of Compliance and Project Completion Certificate)
